All 50 states offer tax credits and incentives to targeted industries.  The landscape for attracting new job creation and investment is increasingly competitive and states are constantly adopting new programs and revising existing programs in an attempt to influence job creation and investment.  Some states require no pre-certification of eligible employees or industries prior to claiming tax credits, and in fact, offer the opportunity to uncover tax credits based on historical activity.   

 
Environmental Cleanup Assistance

In addition to the federal government environmental cleanup deduction, many states also offer incentives to businesses to voluntarily clean up “brownfields” – sites contaminated with harmful waste materials – and improve conservation efforts.

State & Local Tax Incentive Programs

Although these incentives vary dramatically from state to state, substantial tax reimbursements, credits, abatements, deductions, and/or cash rebates are available. These programs reward businesses that locate in a particular geographic area, hire certain types of workers, expand or renovate a facility, or create new jobs. State Hiring Tax Credits (also known as Piggyback Credits)

In an effort to move TANF recipients off the welfare rolls and onto the employment rolls, many states now offer substantial wage based tax credits to employers who hire current welfare recipients. As it is certain that welfare reform will continue to be a national priority, these programs are certain to grow.  

Training Tax Credits

Training tax credits are state sponsored tax credit programs that can be taken to offset training costs of new and/or current employees. States often offer these programs in addition to training grants. In order to maximize your recovery through these programs, you must carefully track and present your training initiatives and costs.

Vocational Rehabilitation Credits

A number of states offer tax credits for hiring and retaining individuals with certain disabilities. Some such programs are stand-alone initiatives, while others are encompassed in broader program types, such as enterprise zone programs and TANF hiring incentives. Additionally, many such incentives can be negotiated at the state or local level for major hiring initiatives.

Industry Specific Tax Credits and Incentives

Many states have initiatives to spur the development and expansion of specific industry clusters. Although these vary from state to state, preference is given for a wide variety of incentives to corporate offices, call centers, data processing centers, distribution facilities, manufacturing facilities, and high technology companies.

Job Creation

Most states offer tax credits associated with the creation of new jobs. The amount of the credit can vary depending on the location within the state and the types of jobs being created. These programs can be very lucrative and offer the opportunity to recover tax credit savings through filing amending tax returns. TALX tracks the eligibility requirements of each credit using our proprietary technology called the Wizard. The Wizard also extracts the job creation information from payroll data, analyzes it, and reports the savings to our clients.

Property Tax Reduction

Commonly referred to as Payment-in-lieu-of Taxes (“PILOT”) or Fee-in-lieu-of Taxes (“FILOT”).

Exemptions from taxation of real and personal property may be available to businesses for up to 25 years and could represent millions of dollars in savings. These abatements are generally based on capital investment and job creation and can be offered either through the local or state governmental agency. The eligibility criteria differ by municipality.
